On Saturday, Amazon filed an application with the FCC to build a new low-Earth orbit (LEO) satellite constellation designed for direct-to-device connectivity. The proposed network, comprising 5,105 satellites, aims to support voice calls, messaging, data transmission, and emergency services. If regulators give the green light, deployment is slated to begin in 2028.
Amazon plans to collaborate with mobile network operators to deliver this service, mirroring the model used by Starlink and T-Mobile. The company also intends to leverage Globalstar’s spectrum for the project. Earlier this year, Amazon announced it was acquiring Globalstar’s satellite network and assuming its agreement to provide direct-to-device satellite services for Apple devices. Amazon has stated it will “collaborate with Apple on future satellite services using the expanded network.”
Beyond the Globalstar deal, the FCC filing includes a request to use spectrum assigned to Iridium’s satellite network outside the United States. This move comes as Rocket Lab is in the process of acquiring Iridium, with plans to expand its own capabilities.
This new constellation is designed to complement Amazon’s existing broadband services on its LEO platform. While consumer connectivity is a primary goal, the system will also support disaster response and emergency messaging. Amazon notes that the new satellites will “process the signals in orbit before relaying them to improve performance.” The planned 5,105-satellite fleet is nearly double the size of Amazon’s initial LEO constellation, which was set to include roughly 3,200 satellites. As of July 2, Amazon reports that over 375 of those original satellites have already launched.
