The permit, issued by the Arizona Department of Transportation, enables Tesla to function as a Transportation Network Company (TNC), a requirement for any entity offering paid rides, whether human-driven or autonomous.

According to state officials, Tesla submitted its TNC application on November 13 and received approval by November 17 after meeting all necessary criteria. Arizona law mandates that companies follow a self-certification process for testing autonomous vehicles, but a separate TNC permit is required to charge passengers for rides. Earlier this year, Tesla initiated discussions with Arizona regulators about autonomous ride-sharing, expressing interest in operating specifically within the Phoenix Metro area.

In September, the company completed Arizona’s self-certification process for testing autonomous vehicles, both with and without a driver present. This progression underscores Arizona’s appeal as a testing ground for self-driving technology. Waymo, the Alphabet-owned autonomous vehicle leader, has offered robotaxi services in the Phoenix area since 2018, currently covering a 315-square-mile service area in the greater metro region.

Arizona represents one of several states targeted by Tesla CEO Elon Musk for the expansion of the company’s robotaxi ambitions. In June, Tesla introduced a limited robotaxi service in South Austin, Texas, though each vehicle still includes a human safety operator in the passenger seat. Meanwhile, in California, Tesla operates a ride-hailing-like service using employees driving Model Y vehicles equipped with its Full Self-Driving Supervised system. However, the company does not hold the required permits for a commercial robotaxi service in California and instead operates under a charter service permit.
