Abu Dhabi is strengthening its energy sector through a series of strategic agreements focused on digital integration, regulatory oversight, and secure data exchange. These newly signed service level pacts, announced by the Abu Dhabi Department of Energy (DoE) during the ADIPEC 2025 event, establish collaborative frameworks with multiple government and industry bodies. The initiatives are designed to enhance operational efficiency, safety protocols, and regulatory harmonization across a wide range of activities, from petroleum product trading and environmental licensing to building permits and transport regulation.

In a significant move with the Ministry of Energy and Infrastructure (MoEI), the two entities will implement a seamless and secure electronic data sharing system for petroleum trading permits and company registrations. This system prioritizes data confidentiality and intellectual property protection. Saif Ghubash, the assistant under-secretary for the petroleum, gas, and mineral resources sector at the MoEI, described the agreement as a strategic advancement that supports the national ‘We the UAE 2031’ vision and the UAE Energy Strategy 2050. He emphasized that this digital integration creates a unified model for federal and local entities, which improves performance efficiency, accelerates service delivery, and upholds the highest standards of safety and sustainability. Ghubash also highlighted that this partnership serves as a blueprint for institutional digitalization, empowering the energy sector to advance toward net-zero targets and operate within a safe, sustainable ecosystem.

A separate partnership with the Abu Dhabi Quality and Conformity Council (QCC) will integrate digital systems to share personnel conformity certificates and petroleum permits. This integration is expected to ensure consistency in standards, improve the accuracy of data, and significantly reduce administrative processing times. Fahad Ghareeb Al Shamsi, the acting secretary-general of the QCC, stated that this collaboration embodies the government’s vision for a cohesive digital ecosystem that promotes institutional teamwork and boosts operational effectiveness. He noted that the real-time, secure exchange of certificates and permits will standardize processes and enable faster, smarter government services, aligning with the leadership’s vision for a progressive digital government and an innovation-driven economy.

Furthermore, the DoE’s agreement with ADNOC Distribution will connect their respective data systems. This connection allows for the issuance of petroleum permits and the verification of contract numbers and trade licenses directly through the DoE’s platform. A key feature of this arrangement is that ADNOC Distribution retains full ownership of its data, guaranteeing its confidentiality and integrity.
