Dubai has taken a monumental leap in its technological evolution with the official approval of a comprehensive suite of artificial intelligence projects and strategic initiatives. Spearheaded by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, this move is designed to rapidly accelerate the emirate’s adoption of future technologies and solidify its standing as a global leader in the digital economy. The newly endorsed programs, including the AI Infrastructure Empowerment Platform and the Unicorn 30 Program, were greenlit during the second 2025 session of the Higher Committee for Future Technology Development and the Digital Economy.
Sheikh Hamdan reaffirmed that Dubai is unwavering in its commitment to becoming the world’s most advanced, agile, and future-ready city. The emirate’s strategic direction is shaped by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, focusing on constructing a robust, integrated digital economy driven by innovation and knowledge. This approach aims to cement Dubai’s reputation as a premier international hub for cutting-edge technologies.
“Our objectives are clearly defined, and our vision is precise,” Sheikh Hamdan stated. “We are engaged in a continuous effort to boost the preparedness of our government bodies. This ensures they not only adapt to upcoming changes but also harness the full potential of AI to provide services that are more efficient, secure, and groundbreaking, in alignment with the Dubai Economic Agenda D33.” He highlighted that Dubai’s accomplishments stem from a culture of integration, cooperation, and a unified dedication across all government entities to generate tangible, long-term benefits. The city has cultivated a cohesive ecosystem that encourages data sharing, speeds up advancement, and prioritizes the welfare of its community.
The newly launched AI Infrastructure Empowerment Platform will equip Dubai’s government entities with the tools needed to fast-track the implementation of AI technologies. This platform offers a secure, fully integrated digital space that merges sophisticated infrastructure with readily available smart services. It allows organizations to create AI-powered solutions and services with superior quality, quicker deployment, and reduced expenses, all while upholding the highest standards of cybersecurity and dependability. Key goals for the platform include speeding up governmental AI adoption, boosting operational efficiency, cutting costs via shared digital infrastructure, and reinforcing governance and cybersecurity to protect official data.
Another critical initiative approved is the formation of the Dubai AI Acceleration Taskforce. This team will enhance coordination among government bodies and synchronize their strategic outlook for integrating AI applications. It builds on extensive discussions held by the Dubai Centre for Artificial Intelligence with Chief AI Officers from 27 government entities, which pinpointed major challenges and prospects in the sector. The taskforce will concentrate on improving institutional synergy, speeding up decision-making, and driving significant, measurable results by facilitating the swift adoption of the latest AI tools.
The Unicorn 30 Program, developed by the Dubai Chamber of Digital Economy with input from 80 local and international firms specializing in entrepreneurship, aims to propel 30 promising companies in emerging economic sectors toward becoming global unicorns, billion-dollar enterprises based in Dubai. Operating under Dubai Founders HQ, the program incorporates ten core initiatives addressing financing, growth, regulation, and governance. These are all crafted to foster a nurturing environment that helps startups expand internationally and reinforces Dubai’s status as a top destination for entrepreneurship and innovation.
In other developments, the committee examined plans for the next GITEX GLOBAL event, set for December 2026. This edition will represent a significant evolution in the event’s 45-year history, relocating from the Dubai World Trade Centre to Expo City Dubai. The new venue will allow for a larger scale, richer content, broader international involvement, and increased engagement from global media and industry pioneers. The shift is intended to offer an unmatched experience backed by state-of-the-art infrastructure and a sustainable, eco-friendly setting that mirrors Dubai’s forward-thinking ethos.
A progress report presented during the meeting highlighted major milestones from recent projects. These include the Dubai PropTech Hub, the region’s first such center, announced in July with the goal of establishing the largest property technology hub in the Middle East and North Africa by 2030. The hub intends to draw 200 specialized companies and generate more than 3,000 skilled jobs, while also supporting Dubai’s innovation-focused economy through 171 newly defined construction-related roles. The operational strategy for Dubai Founders HQ, approved in the committee’s first 2025 meeting and launched recently, was also discussed.
The meeting saw attendance from several key figures, including His Excellency Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications; His Excellency Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism; His Excellency Hamad Obaid Al Mansoori, Director General of the Dubai Digital Authority; His Excellency Khalfan Belhoul, CEO of the Dubai Future Foundation; His Excellency Ahmed bin Byat, Vice Chair of the Board of the Dubai Chamber of Digital Economy; His Excellency Malek Al Malek, Director General of the Dubai Development Authority; Arif Amiri, CEO of the DIFC Authority; and Maha Al Mezaina, General Rapporteur of the Committee.
