This change coincides with growing scrutiny; one US manufacturer that previously listed Flock as a client quietly removed the reference from its website earlier this year amid rising public backlash against the firm’s surveillance capabilities.
The startup now finds itself at the center of a nationwide protest movement. Dozens of local governments have abruptly halted the use of Flock cameras, while Congress considers legislation that would withhold federal funding from states failing to restrict the technology. Proponents argue the devices are essential for deterring crime, but activists contend they enable officers to track ex-partners, share footage with immigration authorities, and monitor pedestrian movements. Despite these controversies, the manufacturing supply chain has largely escaped detailed examination, even though the production location carries potential implications for US national security.
Component Sourcing and Security Compliance
Flock’s operational model relies heavily on global suppliers providing non-customized parts, which are standard components used across various industries. In a 2021 marketing video, Langley emphasized that the company’s primary value lies in integration rather than raw component creation. “Our value is in the aggregation and the packaging of all of these things … in a nice waterproof, consumer-friendly device,” Langley said in one marketing video from 2021.
Data from import records collected by ImportGenius indicates that Flock has increasingly sourced “commodity” cameras, radar systems, and other components from Primax Electronics, a company based in Taiwan with manufacturing facilities in Thailand and China. Lynn Hughes, an analyst at ImportGenius, noted the complexity of these shipments. “My understanding is that these are components, but it looks like Primax manufactures whole security camera solutions,” Hughes said. “Quite a few shipments include ‘Radar’ in the product description which might be related to the radar sensor pods they’re attaching to their cameras.”
When asked for specific details regarding these supply chain dynamics, Flock did not respond to most inquiries. Instead, the company provided general statements about regulatory adherence. “All products that Flock builds are National Defense Authorization Act compliant,” Flock spokesperson Paris Lewbel said in an email, referring to a US law that effectively bars government contractors from using parts made by a handful of Chinese tech companies over security concerns.
Transparency Concerns and Historical Context
While the final assembly location may seem less critical to everyday communities, experts argue that the lack of clarity reveals deeper systemic issues. Cris van Pelt, creator of the anti-Flock advocacy project Have I Been Flocked, suggests that the opacity highlights a broader failure in oversight. “It all speaks to the fact that there is no real oversight, and that tens of thousands of literal and figurative black boxes are being installed on American roads,” van Pelt says. “If any part of the supply chain is compromised, we would never know. That’s a much bigger problem than where the final product is assembled.”
The evolution of Flock’s hardware pipeline offers insight into how the company scaled from a garage operation to a major surveillance provider. Early prototypes were constructed using cameras extracted from Android phones purchased on Alibaba, which were then attached to batteries and soldered onto solar panels. Langley recalled in a past video that the goal was to demonstrate that a functional device could be built from parts costing between $200 to $300. As the company secured contracts with homeowners associations, it moved into a corporate office that also served as an assembly line. Langley described this period as arduous, noting that pallets of parts shipped from China had to be dragged a quarter of a mile through the building multiple times a week to facilitate manual assembly.
