Qatar’s Communications Regulatory Authority (CRA) has reaffirmed its dedication to advancing the global postal industry through active participation in the 28th Universal Postal Congress, hosted by the Universal Postal Union (UPU) in Dubai. The event, which runs from September 8 to 19, 2025, gathers representatives from 192 member countries to address critical issues such as digital transformation, sustainability in postal networks, and the expansion of cross-border e-commerce infrastructure.
Led by Engineer Ahmad bin Abdulla AlMuslemani, President of the CRA, the Qatari delegation is engaging in high-level discussions aimed at shaping international postal strategies for the coming years. The Congress serves as the UPU’s principal decision-making forum, convening every four years to set policies that enhance the sector’s readiness for future challenges. Key themes under discussion include logistics modernization, technical cooperation, and the integration of digital services to support economic growth.
A significant aspect of Qatar’s involvement is its role in the UPU Council of Administration’s Development Cooperation and Technical Assistance Committee, which it chaired over the previous four years. This committee plays a central role in implementing the UPU’s Global Development Strategy, focusing on capacity building and fostering inclusive growth within the postal systems of member states. During the Congress, the committee will review past achievements and formulate forward-looking plans to strengthen the postal sector’s contribution to sustainable development.
Engineer AlMuslemani emphasized Qatar’s ongoing commitment to international collaboration in postal development. “Our participation underscores Qatar’s firm support for global initiatives that enhance the postal sector’s role as an engine for sustainable economic and social progress,” he stated. He also highlighted the alignment between the upcoming UPU Strategy for 2026–2029 and Qatar’s own regulatory and vision goals, noting that both prioritize innovation, network resilience, and e-commerce facilitation.
The new UPU strategy expected to be ratified at the close of the Congress will outline priority areas including digital innovation, environmental sustainability, and support for global trade, objectives that dovetail with the CRA’s mission and Qatar National Vision 2030. By promoting a competitive, consumer-focused postal and telecommunications landscape, the CRA aims to help build a diversified, knowledge-based economy capable of meeting future demands.
