From September 28th to 30th, 2025, the Communications Regulatory Authority (CRA) of Qatar partnered with the International Telecommunication Union (ITU) to conduct a specialized workshop focused on building knowledge and skills for effective participation in ITU activities. This intensive program was designed to give CRA personnel a thorough grasp of the ITU’s internal workings and to cultivate practical expertise in the realm of international ICT governance.

The sessions provided an in-depth review of the ITU’s organizational framework, governing rules, and operational procedures. A significant portion of the workshop concentrated on preparing for two major forthcoming events: the World Telecommunication Development Conference (WTDC-25) and the Plenipotentiary Conference (PP-26). Attendees learned strategic approaches for global conference preparation, effective management of study groups and committees, and the art of drafting persuasive contributions and resolutions to sway international policy decisions.

Through hands-on exercises, CRA staff developed practical skills in formulating coherent national positions and engaging in high-level strategic dialogues. This enhanced capability directly strengthens Qatar’s representation within various ITU study groups and council meetings. These capacity-building initiatives are a key component of the nation’s overarching strategy, as outlined in the Qatar National Vision 2030, to position itself as a leading global center for research, innovation, and comprehensive digital transformation.

This workshop underscores the CRA’s dedication to boosting the institutional proficiency of its workforce, enabling them to participate more dynamically in shaping global telecommunication policies.
