Abu Dhabi has taken a monumental leap toward its goal of becoming the world’s first fully AI-native government by 2027, unveiling a suite of groundbreaking innovations and announcing a record 19 strategic partnerships on the second day of GITEX GLOBAL 2025. This unprecedented level of collaboration marks the largest single-day partnership initiative in the emirate’s history at the event, highlighting a unified push to build smarter, safer, and deeply human-centered digital experiences for its community.
More than thirty government and academic bodies are participating under the Abu Dhabi Pavilion, themed “AI-Native by Design, Community-Driven by Purpose.” Their collective exhibits demonstrate how cross-sector cooperation is transforming public service delivery and enhancing daily life through advanced technology.
The centerpiece of the announcements was the launch of the most sophisticated version yet of TAMM, the emirate’s unified super app. Developed by the Department of Government Enablement – Abu Dhabi (DGE), TAMM now brings together over 1,100 public and private services. The upgraded platform introduces an expanded range of AI-powered capabilities and intuitive “Spaces” that organize services around key moments in residents’ lives.
His Excellency Dr Mohamed Al Askar, Director General of TAMM, emphasized the significance of the upgrade. “Our latest version of TAMM uses artificial intelligence to tailor experiences to individual user profiles and preferences. It represents our most ambitious release to date, poised to redefine government service delivery by building a seamless and intelligent ecosystem that truly embodies the AI-native vision.”
A standout addition is AutoGov, recognized as the world’s first AI public servant. This self-learning system independently handles routine government duties such as license renewals, bill payments, and scheduling healthcare appointments, allowing residents to dedicate their time to more meaningful activities.
TAMM 4.0 also introduces AI Vision and Smart Guide, two new functionalities that offer step-by-step spoken and visual assistance. These tools interpret user intent and visually validate documents, simplifying even the most complicated procedures.
Another innovation, TAMM Hologram, creates interactive mobile help centers. Users can enter accessible pods and connect in Arabic or English with live agents who appear as holograms, offering real-time guidance.
TAMM by You transforms the platform into a community-driven experience by enabling users to propose and vote on ideas for future services. This regional first aligns with the UAE’s Year of Community, emphasizing public participation in shaping digital governance.
Two new TAMM Spaces, Mobility and Family, join the recently announced Sahatna Space, alongside the existing Business and Property interfaces. This brings the total number of Spaces to five. Each Space consolidates essential services from multiple entities into a single, user-friendly interface, reflecting Abu Dhabi’s commitment to a people-first digital government.
Additional enhancements include expanded partnerships that make government interactions quicker and more integrated. Collaborations with the Department of Municipalities and Transport (DMT) now allow residents to buy and sell vehicles directly through TAMM. A new integration with the Abu Dhabi Real Estate Center (ADREC) also enables seamless property transactions.
New collaborations with the Abu Dhabi Police and the Family Development Foundation (FDF) were also announced, introducing AI-powered family and social care services designed to enhance community well-being. Insurance purchasing through Shory offers simplified protection options, while integration with the Integrated Contact Platform (ICP) provides TAMM users with instant verification and document services.
These upgrades illustrate TAMM’s evolution from a transactional platform into an anticipatory, AI-driven digital ecosystem. A new partnership with the Ministry of Foreign Affairs (MOFA) further extends the platform’s reach, enabling digital attestation and cross-border service authentication.
The Department of Municipalities and Transport (DMT) announced five strategic partnerships aimed at advancing Abu Dhabi’s smart urban ecosystem. Partners include e&, focusing on AI-powered smart cities and 5G-enabled drone deployment; Capgemini, co-developing AI-driven municipal and transport platforms; Hikvision, for smart surveillance and public safety systems; and Analog Studios and Origen Technology, integrating digital twins and AI-based urban intelligence.
DMT also launched its Smart Inspection Robot, which uses AI sensors to patrol Family Park and assist with maintenance. Additionally, the introduction of LivAI, the emirate’s new Digital Twin Platform, provides a central AI-powered intelligence layer for urban planning. This system combines live data, robotics, and predictive analytics, allowing authorities to simulate and manage city development.
The DGE announced five critical digital infrastructure partnerships to support Abu Dhabi’s AI-native government vision. These include collaborations with CyberGate, providing round-the-clock cybersecurity for government systems; Core42, accelerating cloud transformation and AI readiness through sovereign cloud capabilities; Etisalat by e&, delivering a unified digital infrastructure and next-generation data-center architecture connecting all government entities; and Microsoft, enhancing AI governance, cloud innovation, and digital public service capabilities.
Complementing these initiatives, the Statistics Center – Abu Dhabi (SCAD) showcased two pioneering data projects: Bayaan and Tbyaan. Bayaan is a secure mobile app that gives public officials access to comprehensive real-time data for proactive decision-making, while Tbyaan offers a unified system for managing, validating, and enforcing data standards across official statistics producers.
Abu Dhabi Customs also signed two modernization agreements, one with the Ministry of Economy and Tourism and another with Ras Al Khaimah Customs, to enable seamless, integrated trade through advanced digital systems.
Further expanding the intelligent mobility and infrastructure agenda, four new Memoranda of Understanding were signed with AD Mobility. These include partnerships with Al Etihad Credit Bureau to advance data collaboration for urban analytics; AD Maritime and the Telecommunications and Digital Government Regulatory Authority (TDRA) to improve maritime and transport data integration; K2-L.L.C-S.PC to accelerate digital transformation in transport asset management; and Tatweer Middle East & Africa LLC to develop AI-driven mobility planning and road safety systems.
Together, these partnerships strengthen Abu Dhabi’s standing as a global testbed for smart, sustainable, and seamlessly connected mobility ecosystems.
By showcasing cutting-edge projects, introducing next-generation services, and expanding international collaborations, Abu Dhabi is reinforcing its leadership in AI-driven innovation and setting new global benchmarks for digital excellence.
