Abu Dhabi Launches TAMM 4.0: World’s Most Advanced AI Government Platform

The Abu Dhabi government has unveiled TAMM 4.0, positioning it as the world’s most sophisticated AI-native government platform. This system fundamentally transforms how public services are delivered by shifting to a proactive, personalized model that anticipates and responds to individual life events. The Department of Government Enablement – Abu Dhabi (DGE) confirmed the platform will debut at GITEX Global 2025 this October, marking a major milestone in the emirate’s journey toward full-scale AI integration across all government departments.

TAMM 4.0 introduces several groundbreaking features designed to create a more intelligent and responsive government. It intelligently coordinates services across multiple government bodies, employs machine learning for predictive service delivery, and offers contextual AI assistance. This assistance provides personalized, multilingual guidance aligned with a user’s specific life circumstances. The platform also automates routine approvals and compliance checks through predictive decision processing. This automation relieves citizens and residents from repetitive administrative tasks and allows government staff to dedicate more time to meaningful, high-value interactions.

Ahmed Tamim Hisham Al Kuttab, Chairman of the DGE, emphasized the vision behind the platform. He stated that the objective is to construct a government experience that feels as simple and intuitive as the everyday technology people use. He described the goal as building an intelligent and responsive system designed around human needs, with TAMM 4.0 serving as a live demonstration of this vision in action.

The launch coincides with Abu Dhabi’s deployment of over 100 AI use cases across more than 40 government entities. This signals a strategic shift from limited pilot programs to full production-scale implementation. These applications showcase AI’s potential to significantly improve government effectiveness in several key areas. Proactive service delivery uses AI to monitor life events and automatically trigger relevant services, eliminating the need for applications or forms. Intelligent compliance leverages real-time analysis of business activities to provide immediate regulatory guidance. Smart resource allocation utilizes machine learning to forecast service demand, enabling optimized staff deployment. Furthermore, multilingual access employs natural language AI to deliver seamless services in over 15 different languages.

To foster public engagement, the DGE has launched AI Majalis across the emirate. These community forums use the traditional majlis, a cornerstone of Emirati culture, as a trusted space for open dialogue. The AI Majalis initiative prepares the community for a digital future by exploring practical AI applications in daily life and promoting awareness of responsible and ethical AI use. By merging cultural tradition with technological advancement, the program ensures inclusivity and empowers all community members to participate in and benefit from Abu Dhabi’s AI transformation.

Supporting this technological shift is an unprecedented workforce transformation. Over 95 percent of the Abu Dhabi Government’s 30,000-plus employees have completed comprehensive AI training. This large-scale upskilling initiative is creating new career pathways and equipping civil servants with the necessary skills to excel in an AI-driven environment. The training program ensures technology serves the public interest while maintaining essential human oversight and accountability. It extends beyond technical proficiency, embedding frameworks for the responsible and ethical deployment of AI. Employees are learning to use AI tools in ways that enhance, rather than replace, human-centered public service. This approach establishes new operational benchmarks for transparent and inclusive AI adoption in government.

To reinforce this commitment, every Abu Dhabi Government entity now has a newly created Chief Data and AI Officer. These officers are tasked with driving AI adoption, governance, and innovation within their respective organizations. This structural change strengthens Abu Dhabi’s systematic effort to embed AI across all government functions while building and maintaining public trust.

These developments are central to the Abu Dhabi Government Digital Strategy 2025-2027, which aims to establish the emirate as the world’s first fully AI-native government by 2027. Backed by an AED13 billion investment, this ambitious plan reimagines how government serves the public, makes decisions, and creates community value. Key pillars of the strategy include achieving 100 percent sovereign cloud adoption, fully integrating AI into all services, enabling data-driven decision-making, establishing a unified digital framework, and implementing robust cybersecurity measures.

Moving beyond simple digitization, the Digital Strategy seeks to build a unified digital backbone that automates processes and boosts efficiency. This is achieved through collaborative partnerships with technology leaders, entrepreneurs, and innovators. This foundational infrastructure enables the delivery of smart, integrated, and AI-powered government services that proactively anticipate and meet the evolving needs of citizens, residents, and businesses.
