A landmark agreement between e& enterprise and Serbia’s Office for IT and e-Government is set to dramatically expand the nation’s digital backbone, positioning it as a central hub for regional data services. The partnership will see Serbia’s data center capacity increase by up to forty megawatts, effectively tripling its current capabilities and reinforcing its strategic importance in Southeast Europe.

The memorandum of understanding establishes a framework for collaboration on advanced digital infrastructure initiatives, with a primary focus on scaling the existing Tier-4 data center campus in Kragujevac. This facility currently operates at 14 megawatts and is recognized for its high reliability and performance standards. The planned expansion will not only address growing domestic demand but also serve international markets, offering sovereign cloud solutions and robust digital services.

Khalid Murshed, CEO of e& enterprise, emphasized the transformative potential of the project. He noted that data centers form the core of any modern digital economy and highlighted Serbia’s rapid emergence as a key technological nerve center for the Balkans. By merging the government’s e-governance expertise with e& enterprise’s global cloud ecosystem, the initiative aims to create infrastructure that supports startups, financial institutions, and AI-driven enterprises across the region.

Serbia has been actively advancing its digital transformation since the establishment of the Office for IT and e-Government in 2017. The agency was instrumental in developing the country’s first state-owned Tier-4 data center, which boasts 1,080 racks and a 14-MW capacity. Land has already been secured for the new expansion block, signaling strong preparatory work and a clear commitment to future growth.

Dr. Mihailo Jovanović, Director of the Office, described the collaboration as a major step toward establishing Serbia as a trusted regional hub for EU-grade sovereign digital infrastructure. He pointed to the success of the initial data center build and expressed confidence that this next phase would attract international partners, improve resiliency, and elevate data governance standards. The enhanced infrastructure is expected to reduce latency for users, create more opportunities for entrepreneurs, and strengthen digital connectivity throughout the Balkans.

This agreement also aligns with e&’s broader strategy to increase its presence in the Balkan region. It follows a recent memorandum of understanding with Hungary’s 4iG Group, indicating a coordinated effort to develop integrated digital infrastructure across multiple markets. Potential joint initiatives may include subsea and terrestrial network projects, advanced connectivity solutions, and enhanced data corridors linking the Balkans with the Middle East and beyond through upcoming subsea cables like Africa-1. These efforts are designed to facilitate secure, seamless data traffic between Europe and the MENA region.
