The Dubai government is launching a phased initiative to measure workforce productivity across all its entities, aiming to enhance service delivery and operational efficiency. Implementation will occur in distinct stages, beginning with an initial phase where productivity is assessed using internationally recognized standards. The collected data will be thoroughly analyzed to identify areas for improvement, leading to the creation of targeted initiatives designed to boost efficiency and service quality. A final evaluation phase will review the system’s overall effectiveness, with a detailed procedural guide outlining specific responsibilities and actions for each step of the process.
The General Secretariat of the Executive Council of Dubai has been assigned a central role in this endeavor. Its duties include identifying, classifying, and regularly updating all government services. It will also coordinate closely with key entities such as the Department of Finance, the Dubai Digital Authority, and the Dubai Government Human Resources Department (DGHR), providing necessary technical support and granting final approval for services, their associated data, and performance indicators.
Management and supervision of the entire Workforce Productivity Measurement System falls to the DGHR. This department will prepare and update the procedural guide, develop and validate the productivity indicators, and work in concert with the General Secretariat on matters concerning government services and performance data. Furthermore, the DGHR will collaborate with the Finance Department to verify budget allocations, review productivity outcomes, and formulate recommendations aimed at improving efficiency. It is also tasked with monitoring compliance, assessing the system’s impact, and submitting comprehensive reports to the General Secretariat.
Technical expertise for the project will be supplied by the Dubai Digital Authority. This body is responsible for offering technical advice and support to the DGHR, particularly in developing and maintaining the system’s digital platform, data analysis tools, and integrations with various databases.
All government entities are required to adhere to the procedural guide and meet approved deadlines. Their obligations include accurately identifying, classifying, and listing their services, as well as providing complete data on services, workforce numbers, and allocated budgets. They must also commit to ongoing service quality improvements, optimize the use of resources, implement productivity-enhancing initiatives, submit regular reports to the DGHR, and act on recommendations to strengthen financial efficiency based on the insights gained from productivity analysis.
