A sophisticated pro-Russia disinformation operation has weaponized freely available AI tools to flood online platforms with fabricated content, according to new findings from digital investigators. The coordinated effort amplifies divisive narratives surrounding elections, immigration policies, and the Ukraine conflict through artificially generated media designed to manipulate public opinion.

Multiple cybersecurity groups, including Microsoft and the Institute for Strategic Dialogue, have linked the campaign, referred to as Operation Overload or Matryoshka, to Russian state-aligned actors. Since 2023, the operation has impersonated legitimate news outlets, distributing manipulated videos, deepfake imagery, and counterfeit websites to undermine trust in democratic institutions. While the campaign casts a global net, Ukraine remains its primary focus, with hundreds of AI-generated clips reinforcing pro-Kremlin talking points.

Analysis reveals an alarming escalation in output. Between September 2024 and May 2025, the volume of disinformation surged dramatically, reaching millions of viewers worldwide. Researchers documented 230 distinct pieces of content in the first year, but over the following eight months, that number skyrocketed to 587, a 155% increase fueled largely by AI automation.

The accessibility of free AI tools has supercharged the campaign’s tactics, enabling rapid “content amalgamation”, the mass production of variations on the same false narrative. Open-source investigators from Reset Tech and Check First noted this shift toward scalable, multilingual propaganda, with operatives layering text, audio, and visual elements to amplify reach.

Aleksandra Atanasova, a lead researcher at Reset Tech, expressed surprise at the campaign’s adaptability. “They’ve expanded their toolkit to exploit every angle of a story,” she explained. “Instead of relying on bespoke software, they’re leveraging consumer-grade voice and image generators anyone can access.”

Forensic analysis traced many fabricated images, including inflammatory scenes falsely depicting migrant riots in European cities, to Flux AI, a text-to-image tool developed by Black Forest Labs. SightEngine’s detection software flagged a 99% probability that these visuals were AI-generated, highlighting how easily malicious actors exploit emerging technologies.

The findings underscore a growing threat: democratized AI tools are lowering barriers to large-scale disinformation, allowing bad actors to manipulate perceptions with unprecedented speed and volume. As these tactics evolve, experts warn that distinguishing truth from fabrication will become increasingly difficult without robust countermeasures.
